On June 11, 2019, the European Union issued (EU) 2019/957, adding the TDFAs restrictions in Item 73 of REACH Annex 17, and incorporating TDFAs into the REACH Regulation Limit List officially . The regulations will take effect on the 20th day after the official gazette is issued.

1. After January 2, 2021, TDFAs may be present in organic solvents alone or in any combination. Spray products with a mass concentration greater than 2 ppb shall not be put on the market for the general public.
2. For the purposes of this item, “spray product” means an aerosol spray, spray pump, trigger spray, mixture for proofing or dipping spray applications.
3. To maintain consistency with the CLP regulations, the TDFA organic solvents mentioned in paragraph 1 are intended for use by professionals and require clear and permanent labeling “for professional users only” and “Fatal if inhaled” with the pictogram GHS06.
4. Section 2.3 of the SDS should contain the following information: “mixtures of (3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooctyl) silanetriol and/or any of Its mono-, di- or tri-O-(alkyl) derivatives in a concentration equal to or greater than 2 ppb and organic solvents in spray products, are for professional users only and marked ‘Fatal if inhaled’
5. The organic solvents mentioned in paragraphs 1, 3 and 4 include organic solvents used as aerosol propellants.
